Premier Pro 1.5/Vdeo Editing in General

I need to get a bit psychedelic, and i want to only have a few colors on the screen. such as neon pink and yellow. Just any two colors. What effect/filter/keying would that be. Im pretty experienced with this, but this dumb little effect is getting the best of me.

You need to press Alt + F4 first. If your version of Premier doesn't respond to that, try Ctrl + V.
