Really, really lost on this one. I have no idea where to begin. I know the regular drop d but nothing else. A little help here?

you usually don't use drop C#, unless its like, half step down and drop D. but it is used oftenly just 1 and a half steps down. Tune your E, using a tuner, down to C#. Its half a step down from D, so it won't be that hard to do. Then just tune using that.

this might be a tad tough, but get tabit from tabit.net, change the tuning so its C (in track properties) and then tune as well as u can to the MIDI, its really accurate i use that when i have nothing to go off of or i dont have practice in awhile (where my tuner is)

well since i dont have a tuner i always tune the fifth string first at F & then tune the others accordingly

If you wanna get drop C#, and sound like the drop D, you have to tune all your guitar to Eb, and then your 6th string 1 step down.
If you are tuned in E and just drop 1 and 1/2 step down the 6th, you can't make a power chord like in drop D, like this:

B|--------
G|--------
D|---0----
A|---0----
D|---0----
if you tune in Eb and drop te 6th:
Eb|-------
Bb|--------
Gb|--------
Db|---0----
Ab|---0----
Db|---0----
will sound a Db5 (or C#5). Dropping your 6th 1 and 1/2 step sown you can't do this.
