Unfortunately the neo-classical generation has died and doesn't exist anymore.
Neo-classicism was a movement around the 19th century that innovated classical music in a new way. (neo = new, and classical = classical)
Scales were used by this time, so composers were able to use unlimited amounts of chord prgressions.

One common movement dominant in classical and neo classical metal is a perfect 4th movement. Example would be a progression that goes E5 - A5 - D5 - G5 - C5 - F5 - Bb5. Just strike each chord for one beat to get that faster 'moving' sound from it. This movement is great to throw in as a transition from one progression to another or just to spice up some repeating lick or motiff.

Ha ha. Can someone say Perfect Authentic Cadence to Plagal Cadence?
But seriously, you want that Neo-classical shred sound? Arpeggios are your best friend. As well as Harmonic minor and diminished triads. Yngwie Malmsteen is VERY fond of the diminished chords, mainly fully diminished.
