Grab yourself a metronome, practice chromactic scales really slow until you get em perfect, them speed em up a bit, et-al! You gotta get your nerves used to the movements, eventually you'll be able to play quickly, there's no easy route though, you just have to stick to it!

idk, i noticed that as of late, my fretting fingers are moving WAY faster than my picking hand. so i just must my strings at the 1st-3rd fret with my picking hand, and go crazy with my fretting hand.

I practiced chromatic scales with alternate picking over most of the fretboard. And i put on heavy guage strings to strengthen my fingers and related muscles.

i'm back doing the chromatic exercises to a metronome myself, and it really does work when you stick to it. the metronome is brutally honest and it forces you to be honest with yourself and work harder. you increase the metronome as you feel comfortable, so it is a measurable improvement.. you can literally see (not just hear) how much faster you are playing (cleanly, that is). also, try to play as relaxed and cleanly as possible before you move the speed up. i know all of this sounds like cliche, but it works. i developed some sloppy speed, and i have gone back to the metronome to tighten up my playing and it's definitely working.
