Cymbal Quandry (What the hell is it?)

I am trying to figure out what type of effects cymbal this guy is using, if someone could help me out it would be very much appreciated. It's a short clip, but he hits it several times, so you'll know what I'm talking about. Also try to be as specific as possible, thank you!!
