How can you say you have your picking extremely tight and all of that then ask about this? Make sure you're playing in time, and realise that things like scale runs etc you're still playining in time, just 8th,16ths etc relative to the tempo have string changes... So although they are still at the same tempo, you're now picking three or two notes per string, but still in the tempo
Practice some easy stuff like simple 8 tone scale runs at a comfortable speed, focusing on what your picking hand does. Chances are you're just not positioning the plectruk right, resulting in scurried and frantic picking
EDIT: The stuff about practicing with a TV etc is alright, but you'll find it's a strong time when you'll go onto 'auto pilot' or whatever... If you want to improve and change your technique, you'll probably need to spend 15 mins or so focusing on the actual and precise movements, but don't overdo the concentration
