Heres the problem

One day I turned my neck pickup down while I wasn't playing and had a discussion during practice then I tried to turn it back up and it wouldn't turn up, when its all the way on 10 it sounds as if i have the volume really low like on 1-3 so that when i play almost no sound comes out.

Anyone got any suggestion?

I'm desperate for help.

Try replacing your pot.
Maybe when you turned it down something went wrong and now it will not turn back up.

Open up the back of your guitar and see if all the wires are soldered nice and tight.

Try everything else before you touch your pickup.

I checked the solders and I didn't notice any broken ones. everything seems to tights and in order but it still doesn't work

Sounds like a dirty pot to me. Get some contact cleaner from an electronics store and spray the shit out of it.
