Yes. The effects loop is a patch point between the preamp and the poweramp, the reason you put pedals such as noise suppressors and EQ's in the effects loop is because most of the amps tone is generated in the preamp. By putting the pedals AFTER the preamp they have the most effect because they are manipulating the signal coming from the preamp instead of the preamp manipulating the signal coming from the pedals.
So yes, the send/out of othe effects loop goes into the pedals, and then the pedals go back to the in/return while your guitar just plugs straight into the amp. Got it?
