As Tattered pointed out what you have is called buzz, or fret-buzz. This occurs because the string it hitting one of the frets as it vibrates, thus giving the sound of metal hitting metal.
This occurs when a bass is not properly adjusted, and is most common on the B string, but happens on the higher ones too.
What you need to do is bring the bass to a guitar person to get a set up done. They will adjust the bass for you for usually between 25 and 35 (US) dollars. Or you can search "bass set up" in this forum or on the internet, and learn how to do it yourself.

this happens on the exact same frets on the B of my ltd, seven string. I wonder if ltd hates downtuning? I don't really care though, the wiring is fucked in it, so i'm back to 6 strings

Weeeeelllllll...
His post could be seen as helpful because it tells you that you shouldn't (I don't know if I agree with this because I know nothing about any particular models) waste your time with the bass you have, that you should return it, or try to sell it and get a new (better) one.
If money's the problem you're stuck with trying to fix the problem with a set up, which might actually work very well if you know the right person to do it. In my city you pay 40$ Canadian to have it set up by this really awesome set up person who does it in his basement and when you get it back it feels like the damned bass was custom made for you. Just ask around.
Edit: Obvious spelling mistake.

You shouldn't have got the bass to begin with. Everyone told you not to.
Now you're looking at about a $25 - $30 job to get your wiring fixed, and everything adjusted. How much did you pay for this bass? I didn't know there was a good, or "sweet" price on a LTD...

I am playing a lot of Kyuss now, which is all in dropped C tuning. (All strings) instead of dropping my main bass, I have a 5 string MIJ fender that I would like to just tune UP, one tone (Ie. Low B to C, Low E to F Ect...) is this going to screw up my neck at all? I am mostly a guitar player, and wouldn't worry about it there, but I am not familiar with how much tension there is on a Bass neck.
