It can be used either way. An FX loop is a patch point between your preamp and your power amp. When using your amps distortion, this allows you to place your effects AFTER the preamp distortion, which most people prefer. The send jack goes into the input of your effects unit and the output of your effects unit goes to the return jack. The loop level adjusts the level of the signal coming into the return jack from your effects unit.
