It's a floyd rose and my problem started a few months back when i started getting buzzing on the first fret. Then about a month later it started to buzz on 2nd, 3rd and 4th frets. So i took the strings off and that was about a month ago.
So today i raised the action(the two screws on the side of the bridge) and it got rid of the buzzing. Now my problem is lowering the action past the 9th fret without messing with the action on the first 7 frets. I knew i was going to have this problem 'cause it's common sense that if you raise the action on the first few frets the rest will follow.
I'm assuming that i'm going to have to mess with the truss rod but i'll wait and see what you guys have to say.

Sounds like you need a truss rod adjustment. It takes about 2 minutes if you know what you are doing. I, however, would not be one of those people who would know what I am doing. That is one of those things you definitley need someone to show you how to do, or if you are a good visual leraner just find a good website about it. But I"m pretty sure your truss rod is the culprit.
