These instructions will only work if you use the panel you posted the link to on Ebay.
Ok, lets start by first spliting your 4 speakers in to 2 groups. I suggest "left and right", but you could also group them as "top and bottom" or "crossed". once you know how you want to group your speakers then you need to wire the speakers to each other.
Lets say you decided to group your 4X12 in "left and right" groups. Now lets wire the right side speaker group first ( remember the right speaker group is the 2 speakers on the right side of the cab only ). You would wire the right side speaker group with 2 wires. The + terminals on the speakers are connected together with one wire and the - terminals on the speakers are connected with the other wire.
Repeat this for the left side speaker group. 2 speakers wired with 2 wires. + to + and - to -.
Now you have both speaker groups wired. 2 speakers per group wired in parallel. This makes the groups 8 Ohms each. Keep in mine the left and right speakers groups are NOT wired together yet.
Now we move on to the panel from Ebay. Notice it has 4 wires. 2 red and 2 black wires. These wires are also grouped into left and right. One red wire and one black wire make up a "wire group".
Lets wire the "right speaker group" to the "right wire group". Connect the red wire from the "right wire group" to a + speaker terminal on the "right speaker group". Remember that we have 2 speakers in a "speaker group" so you also have 2 + terminals to choose from. It doesn't matter which + speaker terminal on you choose to use as long as you also connect the black wire to the - terminal of the same speaker as the red wire. Confused yet? If so then lets connect the black wire next.
The red wire from the "right wire group" is now connected to one of the + speaker terminals of the "right speaker group". Now connect the black wire from the "right wire group" to the - speaker terminal of the same speaker you connected the red wire to.
Now the "right speaker group" is connected to the "right wire group" form the panel. Repeat this for the left side "groups" and you are done.
You should have a speaker cab that can be switched from 4/16 Ohms mono to 8 Ohms/side stereo ( 4 Ohms total if run from a stereo amp ).
