They don't rob too much out of the low end. At least not so much that you can't use the amp's eq to compensate. As for them being necessary, It's a personal choice. Do you like the way your amp sounds now without them? Best advice is to take your rig to a store that has the cabinets you are looking at that have casters and try them out with and without casters if the store will let you.
As for road cases, if you are planning on extensive touring or are severely anal about how your cabinets look then get them. If you are only going out for a week or two and know how to pack the vehicle/trailer you are using then the expense might not be necessary. As for a good company, Anvil is/was industry standard for a long time. I would make sure that whatever company you decide to buy from sells amp/cabinet road cases that are built to ATA standards and are 1/2" ply construction. They will cost more, but unless you seriously drop the thing from and excess of 6' your stuff wont get broken. I would also opt for the type of road case that the cabinet sits in the bottom of the case and you lift off the top portion. Amp cases I prefer are the ones that the lid flips up and you put the amp in it. I do not like the rack style cases for amps or cabinets. Just personal preference.
