Question just wondering...

How much should it cost to get your bass set up for lower tunings if you take it to a guitar tech? I'm thinking of getting a four string tuned BEAD and I know they would have to widen the nut and adjust the truss rod considerably, among a few other things . I always hear people talk about how they got their instrument "set up" but i dont think ive heard somone mention how much it should cost...

depends on the tech obviously You'll need to buy strings for a 5 string set, and im guessing it'll cost more than a regular truss rod adjustment.

I used to do these things for a living, you will most likely need a completely new nut plus a setup with the new strings. A setup includes adjusting action, intonation, and making any necessary trussrod adjustments. At most it will run you about $100.
