Anybody have any tips/websites on legato, because it's seriously hard?

Google search 'guitar legato lesson' or something similar.
My advice:
Practice trills alot to stengthen and speed up your hammer ons and pull offs, ESPECIALLY MAGOR THIRD TRILLS, (eg. 3tr6) to strengthen your little finger. Cannibal Corpse are major third trill whores (eg. Unleashing the bloodthirsty, good on to learn).
As with every techniqe, start slow and use a metronome.

ah ok thanks a lot. im also practising the pedal point technique malmsteen uses. it's gonna sound amazing once i master it!

when you pop a finger down for legato, spring all other fingers up so only one finger is on the fret board at a time. this makes all your notes constant instead of having quick string of pull offs and hammer ons, which a lot of people end up doing. when people use this techniques its not completely obviously when the lick switches strings or when they are just using lots of pulloffs/hammer ons. the sound blends together better

o. i feel dumb. the coolest legato you can do is of scales horizontally. its very easy, sounds smooth. the best scale to that with is minor, and probably the lydian sounds the coolest

But I can't do it nearly as fast or clean (he does like 16th notes at 180 bpm or so), it is fun to try to make it sound nice though.

I have been doing legato for months without even focusing on what I'm doing, I just picked up the habit cause I get lazy and don't pick every note. Legato runs with those middle easternish scale patterns are fun and easy for me.
