Dissection is Swedish, and if you've heard the new album yet you'll realize they suck now. They started playing nu-metal bullshit with chunky chord progressions.
I think Norway's best black metal act as far as consitency, quality, and overall enjoyablity would be Immortal.

Norway hasn't been the best for Black Metal in ages! Quit all the Varg Vikernes worship (although he was an excellent musician) and start paying attention to the French black metal scene! Bands like Nehemah and Vlad Tepes are going unnoticed, where's the justice for the legions of darkness!?  |

In my opinion Germany has brought forward some of the best black metal. Lunar Aurora, Nagelfar, The Ruins Of Beverast, Nyktalgia, Nargaroth etc etc.
The only worthy bands from France are in my opinion Mortifera and Deathspell Omega. Never really liked the LLN bands. |
