Well, you can play an ordinary note by picking it, and you can also play an artificial harmonic using that same note but picking so that the string hits your thumb. I will assume that we all know that much. A semi-harmonic is when you play with a bit less thumb, so that you can hear the original note and the harmonic at the same time. Just ease up a bit on the thumb. It's pretty easy to get with a bit of practice.
