You should get it done when you change tubes.Or,if you want it adjusted to suit your tone.Its a matter of adjusting the tube to fit the correct range for the amplifiers voltage.It isnt that expensive to do.

Is it possible to bias your own tubes without going to a tech? This is because i dont think there are any amp techs over here

Lots of amps run there tubes "cold", meaning the output of the tube runs low enough to not have to fuck with potentiometer settings to control the output. (as far as I understand) I know mesas run there shit cold, so you dont have to rebias them ever tube change, you just plug and play. Depending on the amp you might have to bias your rig, google that amp to see if you have to have them biased. I think the guy at www.eurotubes.com has a list of amps that run cold.
