Sound insulation...

Has anyone set up an entire room with sound insulating foam before? How well does it work? The foundation in my apartment building isn't the greatest(despite being a brand new building), I can always hear my fatass neighbors footsteps, they live on the floor above me. I live on a 2nd floor so I'm guessing I'd need something for the floor as well. My window is nearly soundproof and having the door closed blocks a lot of noise from the rest of my house, but I think that the neighbors can hear it at high volumes through the floor/ceiling.

I'm thinking of getting some sound insulating foam to cover my bedroom's ceiling, floor, door, and walls with. Do they really insulate sound very well? Do they come in different colors? Cause I wouldn't want my whole room to be black lol.

Is this a good idea? Or would I be spending a ridiculous amount of money on this? If so I guess I'll just wait and rent a rehearsal space for my band sometime, but I really really want to play at high volumes. :P Last year I skipped class on numerous occasions just to play at home at high volumes at around noon.

I did some pretty extensive research on this a while ago when I was in a similar situation. Bottom Line seemed to be that the two things that block sound are weight of material and double walls. Good sound-absorbing material was pretty fucking expensive (I think I calculated about $600 to do the entire ceiling of my practice space). A friend of mine swears that heavy carpet remnants work great, but sometimes he's full of shit. I could kind of believe him though, since carpet is so heavy, but who knows. Also it's worth asking yourself how you plan to hang a lot of heavy shit up on your ceiling. As far as I know, egg cartons take away echos in a room but don't block much sound going out.
