Standard tuning for a guitar is EADGBe (low to high), and is "E standard tuning"

To tune down you lower the pitch of the strings, but keep the same intervals.
ie. Eb tuning (E-flat) would be acieved by lowering the pitch of all the strings by one semitone (one fret) => Eb G# C# F# Bb Eb
This would also sometimes be called "Eb standard" tuning, because the intervals are standard and the open strings range from Eb to Eb.

You also have Drop tunings, probably the most common is drop D
D A D G B e
And again, to tune down you lower the pitch of the strings, but keep the same intervals.
eg. Drop C, Reduce the pitch of all the strings by one tone (2 frets)
C G C F A D

You can also tune upwards which means raising the pitch of the strings and keep the same intervals as mentioned above. I saw somewhere that 'Shot In The Dark' was tuned up or a few strings were.
There are also open chord tunings, whereby the strings are tuned to the notes of a certain chord. Soundgarden and Keith Richards have used such alternative tunings.
e.g. Soundgarden's 'Pretty Noose' use tuning C-G-C-G-G-e

yeah...just saying "tune down to C" is too confusing...do they mean drop C...open C??? but...if you are meaning it as...."tune this ONE string down to C"...then all you have to do is get a tuner...(I'm guessing that since you dont know how to down-tune you cant do it by ear)...and tune that one string down to "C"

If you are planning on using different tunings there's a couple of things to bear in mind. If you have a Floyd Rose you'll have to re-tension the springs when you tune to a different pitch, a fixed bridge is a lot easier for messing around with different tunings.
The more you de-tune the heavier you need to go with your string gauge .011 to .050's or heavier. The heavier strings don't go so slack and they hold tuning better.

With a floyd rose it is a pain in the ass to change tunings. but like Dahmers Fridge said buy thicker strings.

Thats because you aren't supposed to change the tuning all the time. Really, you are supposed to keep it in one tuning so your entire guitar can get set up for it. But fuck, do what ever you want, its not my guitar...
