I have seen lots of people that make amp mods to JCM 900 online. A good number of them in Canada too. All they will effectively do to get more preamp gain is add another tube stage and replace a resistor or 6. It will be the same as using a pedal into the input.
If I was going to spend the money to mod it I would get more then just preamp gain. I would get effects loops, eq mods, boost mobs, ect. There are a ton of things that can be done to those heads but if you are only looking for more gain then try using a pedal to boost the guitar signal into the input first. That will give you a good ideal of how must gain you want to have modded into the amp later.

Such helpful advice! 
Get a tube screamer or a graphic eq and set the level high. Buying some high gain preamp tubes wouldn't hurt either.

You can still get a great high gain distortion out of the amp but you will be deaf in a week and need new tubes on a monthly basis. All you got to do is turn everything it up to 10.
Speaking of mods for Marshall amps, I seen a site that sold new front plates where the highest settings went to 11  |

Proco rat, tubescreamer or Graphic EQ is always an option. I would get hotter tubes annyway.
These amps are know for not having a very responsive EQ tough

well the jcm900 cost me (after the rade of a peavey xl supreme) $460(can), then last night she sounded like crap and only had tone, then i went back today and told the dude, and i end up getting all my pick ups thru him, so i traded the jcm 900 back and for an extra 10 bucks he gave me the XXX.
all in all 470(can)
AND FYI: the xl's trade gave me 460
