hmmm, Well there are two tips i have for you.
1- First make a chord, Emajor or something similar, and start at the 12th fret. Tap each string corresponding to which the chord holds down. repeat on each fret up to the 3rd. This souly to build dexterity in the tapping hand. Its imperative to Use the ring finger, Middle and index, each with a assigned string. Dont get lazy and just use index!
2-when you have a shape heavy in legato. (fuck, most taps are )
just practice the Legato shape extensively until you can do the rhythm of it is tattooed in your head, because really the the only thing different from the real thing is the taps. So once you get the legato pattern done, work in the taps gradually.

no using a pick just gives you a differant sound, but i agree, you can do either depending on what sound you want.

Haha, I know, I was just giving you a hard time.
Joe is incredible with his eight finger work.

heres what i've gathered from my tapping experience
using a pick cuts out the roundness of the tone... unless you're using one fat pick... and its harder to do accuratly because plastic slides on metal.
for fingers, i use my middle finger so i can hold my pick... that way i can tap and than quickly resume playing without dropping my pick.
but yeah... its preference... just hammer with your finger/pick, and pull it off
