Problems Reading Drum notes....
If a person who has only played drums for 2 months... on a standard set
can not realy get the hang of moving his/ her other foot in sink with the other.
( Allong with not being able to read the notes. Or being able to get lessons. )
What would be the right way and the best way of going about learning ?

Exactly. You do need lessons. It's the best way for someone to start.

Ooh ooh I can read sheet music for drums!
Anyway, go to the link in my sig (music theory for beginers), and learn about the basics, like rhytm stave etc. Don't bother with pitch crap.
Now, on the stave,
Between the bottom line (first line) and the second line are the bass drum notes.
Between the second and third lines, above the bass, are the floor tom notes.
Between the third and the fourth line is the snare.
On The fourth line is the first tom.
Between the fourth and fifth lines is the second tom.
Above the top line (in crosses) are the hi hats, and if it's a cross with a circle, it's a different cymbal.
As far as I'm aware this is accurate, I'm thinking of this from memory.

I would say go for a pearl export. A 5 peice should be good. They dont cost to to much.

well a 5 peice will be fine, unless you are an advanced drummer (you said so yourself your not) then a 5 peice will do, however a double pedal is a must if you want to play metal
and Pearl exports are the shizzle, getr them above all others and if you have lots of cash get a set of longboards, but seeing as you probably don't a Pearl TW-100 is a good double pedal for peanuts

Get an 8 peice if you want it. It may even be better to learn on a bigger set. I went from a 5 peice to a 7 peice and its alot different. They both have their advantages.
