DON'T USE YOUR ARM. It can seriously damage your elbows. Everything should come from your wrists dude. Have you got a teacher? If you do, fire him and get a new one. Anyone teaching you to pick with your arm should be shot and killed. All power is how you use your wrist. And anyway, it is much easier to control just a hand, rather than a whole arm.
Keep at the Slayer dude

use a metronome and start slow building speed gradually until you can't
downpick any faster. When you get there stay there as long as possible
your forearm muscles will start to tense a bit but, try to tune it out. Then take a break for a few minutes. When you start again bump the metronome up about 10 clicks and see if you can handle it, if not go back to around 10
bpm less than where you stopped at before. This will work pretty fast if you stay committed to it.

Going up ten bpm at a time is a bit drastic and impatient in my opinion. I'd go up four or five at a time so that the change in tempo isn't hugely obvious, which makes for a more fluid learning process
