WHAT THE FUCK HAVE I DONE
Okay. I tuned my Jackson DXMG Dinky to open D. I tightened the springs
below the Floyd Rose and changed .13 strings. Then I tuned it back to
the standard tuning. I loosened the springs and changed back the .11
strings. But now, at the 17th fret on string H, the note should be exactly the same as at the 5th fret same string or just the high E string. But it
is nearly two steps below

H string hehe...i insition on purchasing a korg tuner (the little black one). They are 19 bucks or something and are wonderful for tuning have the whole spectrum.

And btw...does it make me a newbie if I forget that H is B somewhere outside Finland???

hmm, now in all seriousness.
perhaps you need to have another play around with the springs? it seems you're using the right gauge strings in the right tuning? my mate had this same problem with his guitar, .10 gauge strings and the third fret of open E was always an F# instead of a G. we just had a play with the tension and it was all fine after we re-set the tension.

Maybe it's the intonation that's fucked up?
Tune your B string, then fret it at the 12th and see if that also gives exactly a B. If it doesn't, adjust intonation til it does.
