on the opening bass riff for megadeth's "peace sells" song, I get it fine up until i have to hit the 8th fret really quick after the 7th (on the third string).
it seems like i have to use my pinky but i just cant do that, whats the best method for this?

G-----------------
D--------5---78---
A----757--75------
E---------0-------
I play the 75's with my index and ring finger, and hammer 78 with my middle and ring

The best method, and the one that will pay the biggest dividends down the road is to improve your pinky finger strength. I'd suggest practicing minor scale runs (1-3-4) to increase the precision and strength in your pinky.
Best of luck

Heres a chromatic excercise. I know it helped me out tons with pinky strength and just getting into the habbit of using it.

Yes definately use the pinky. However if you listen closely it doesn't sound like a hammer one. If you can pick those three notes precisely it sounds great (those notes being the 7, the 8, then the open E string). The usualy rule applies: play it slowly making sure you get the hard part dead on, then once it feels comfortable, progressively speed up.

I say do away with it. You can always stand in its former location if you need to make use of the perspective it gave you, but will benefit from the ability to situate yourself in different loci with ease.
Destroy the box.

I've got to agree with Rattlehead here...don't hammer the 7-8, pluck it. It'll help you out more in the long run for when you are playing other stuff. Sure, it's a bit harder, and more time-consuming to learn, but this is bass, afterall...the pure and perfect instrument in an otherwise muddled world. lol
Practise, Practise, Practise.
Cheers,
