Restoring an older guitar

Anyone here know anything about restoring guitars? I have my first guitar, a Yamaha POS, which actually used to play very nicely and would be a great starter guitar for someone else, but it has some problems that I'd like to fix before I hand it off, including:

1. Chips in the paint
2. A few dead frets
3. A few rusty springs and allen screws in the bridge (don't know if I can just get these at a hardware store or if I'll have to special order)

The chips in the paint job and the dead frets are my main concerns, how cheaply could I have these fixed (or, best case, fix them myself)? The guitar would probably sell for $150 or so if I got it fixed up.
