Here goes...

The college system in America is very similar to the system that is in use in Great Britain. We vote for politicians in local constituancies and the victors take their seat in the House Of Commons. Whichever party has the most seats gains control of the country so, as with America, it is possible for a party to gain power without receiving the most votes. Now, it seems wrong that this should be the case but I'll illustrate in the form of a simplified example as to why this is the best available method.

Consider a country of 100'000 people that consists of 5 constituancies (C1-C5) of 20'000 each. Each constituancy has one seat in government that is fought over by two parties, for arguments sake let these parties be Labour and Conservative. It comes to election time and the parties receive the following votes distribution:

C1: Labour - 11'000, Conservative - 9'000
C2: Labour - 11'000, Conservative - 9'000
C3: Labour - 11'000, Conservative - 9'000
C4: Labour - 11'000, Conservative - 9'000
C5: Labour - 1'000, Conservative - 19'000

If we apply the system in operation at present, Labour will have four seats and the conservatives one so Labour will gain power of the country with a majority of three seats.

Conversely, if we apply the popular vote, the conservatives will win by 10'000 votes and gain power. However, Labour will still hold a majority of 3 seats and could veto any proposals put forward by the Conservatives.

In order for the Conservatives to gain meaningful power, the constituancies would have to be split up into smaller divisions and more seats be allocated to each constituancy in accordance to the distribution of votes. This is called Proportional Representation and, to my knowledge, has not been adopted by a leading nation as of yet.

Using our above example, each constituancy could be split into 20 seats with a seat being gained by each party for every thousand votes that they receive. If this were applied to the voting distribution detailed above, Labour would have 45 seats and the Conservatives 55 so the Conservatives would gain power with a majority of 10.

This seems fairer, but there are drawbacks. How far do we have to break up the constituancies in order to get a fiar reflection of the vote? It's hardly an exact science but, in the wrong hands, this tinkering could be employed as a means to engineer an election result.

Dissection: Clinton would never have been president if the popular vote was the determining factor.

To add to what John said, but reflecting what makes America specifically America (keeping in mind that my hangover is not allow my brain to function at maximum output, and I haven't studied the government for a few years):

The electoral college is a system based on a similar, though not identical, system to the one John outlined. The number of electors each state has is determined by the number of congressmen representing the state (i.e. one elector for every representative and senator the state has). Every state has two senators and a number of representatives determined by its population due to a compromise between the two original plans for the Constitution, which are, as I recall, the Virginia and New Jersey plans. As should be noted, a state can have no fewer than three electoral votes. When you go to the voting booth and vote for a candidate, you're actually voting for an elector pledged - but not actually bound - to voting for that candidate. Electors are chosen by different means depending on the state, but are generally selected by the party that has the majority of the popular votes. Most states allow the party that won the popular vote to choose its electors, in a winner-take-all move, though I recall there being a few that allow the choice of electors to be proportionally representative. Electors meet in the state capital well after the popular election and cast their votes for president. Theoretically they are free to vote for whomever they please, but generally, as they are chosen by the political party, they vote along the line. Because of this system, in theory, only 23% of the popular vote is necessary to become president, if it happens to be spread out in the most advantageous way imaginable.
