Quit using your arm, start using your wrist.

Yeah, keep your arm still by locking your elbow in the same position. Your picking action will then automatically be produced from your wrist. Once you've got yourself comfortable with this (by playing songs that you're at ease playing) you can gradually start to build up your speed.
Unfortunately, the only way to do this is to keep practising and practising. Over time, you'll start to notice that your speed will have increased. Try a practise routine of 10 minutes a day set aside to work on your PM picking speed. After about 6 months you should be fast enough to play most songs.
Another reason that your arm may be hurting is if you haven't warmed up properly. You can't just pick up your guitar and then blast out Angel Of Death as the speed required is too much of a shock to the muscles in your forearm.
If you don't warm up, the muscles used in your picking action are not acclimatised to 3-4 minutes of constant and intense use (quieten down at the back!). As a result, they expend oxygen quicker than it is replaced causing anaerobic processes to power your muscles. A byproduct of these anaerobic processes is lactic acid and this is what causes the pain or slight burning sensation in your arm.
If you warm up gradually, say over 10 minutes, by completing exercises already posted elsewhere on this site, you are preparing your muscles for the stresses that await them. As a result, your muscles' aerobic capacity is increased. You will find that the pain will kick in later and later in your practise routine and will eventually be a thing of the past.
I'm sure you will notice results within a month if you follow this advice.

Yeah man, i tried totally relaxing the arm and it went smooth. One thing i have a problem with though is keeping pace with the metronome. When i start playing with it , i can play at the same pace but then it feels like either im too fast or im slowing down. its a bit hard to explain.

I think that your just not doing it at a constant speed. you will go fast then slow so your sound doesnt line up perfectly.

80bpm?? What is that, Nickelback speed?? Fuck.
While your practicing your speed, you should practice your logic and try using the search command so often overlooked on this site. I've seen too many "how do i increase my speed?" threads. They're getting almost as annoying as the abundance of Black Metal threads.
