It should all be explained in the section where you upload your avatar.
No bigger than 50x50 pixels, and i don't think the format matters at all.

format should be .jpg, .gif, .bmp, and i think .png as well... as memnoch already mentioned the maximum size is 50x50 pixels...

use anything from Microsoft Paint, to Adobe Photoshop to resize. If that's a bit much for you, do a google search on "image resizing software", there's a ton out there that are exclusive to resizing images.

or make one in flash or director and save it as a gif.
I have a moving one but I never got to use it yet, just to lame to change it. and you're all used to my lame avatar anyways. it's just 'me'
