There is really no need for them, unless you were playing in a key sig like Db minor - Db Eb Fb Gb Ab Bbb Cb Db, but if you use the proper key sig C# minor there is no issue. I have also seen them when modulating but there is really no need for them if you using the "proper" key sig in the first place.
