can someone define exactly what neo classical guitar is?

IE:Children of Bodom, Symphony x

I googled it and I got this ""literally, “new-classical.” A musical style used by some 20th-centry composers, such as Sergei Prokofiev. A return to the restraint and balance of the Classical style, but with a lot of “wrong notes” added.

I did another search and got this so, shit I don't know; "compares conventional classical music to neo classical music. A conventional classical piece is then transformed into neo classical via arrangement techniques which are explained and demonstrated. "
